Changes
1. Fixed rail movement; There was a problem with the update when units
withdrawing from a hex were not having their stack points removed from the hex's
count. This caused rail movement into those hexes to fail.
2. A change was made to naval units preventing invasions in the port in which they
are based.
The rule now is that at least 6 points worth of naval units must be present;
Destroyer = 1
Cruiser = 2
Pre-Dreadnaught = 3
Battle Cruiser = 4
Dreadnaught = 5
