The fourteenth add-on to the strategy game Europa Universalis IV, which introduces changes to the diplomacy system and focuses on capital development. The expansion was developed by Paradox Development.

Europa Universalis IV: Leviathan Description
The thirteenth expansion pack for the Europa Universalis IV strategy from Paradox Development Studio. Europa Universalis IV: Leviathan expansion focuses on the development of a large city - the capital - and introduces a number of improvements to the diplomacy mechanics.
Mechanics
The DLC allows players to significantly improve capital city of their country. This is helped by the new Concentrate Development mechanic (allows you to focus on developing a single city), supported by the Centralize State (allows you to minimize development costs) and Expand Infrastructure (allows several manufacturers to work in the same province) features.
The expansion also changes several aspects of the diplomacy system, introducing mechanics reminiscent of favours from The Cossacks add-on. Players will be able to build up a pool of favours that can be used to collect debts at key moments.
Game modes
Europa Universalis IV: Leviathan does not introduce any new gameplay modes.
Technical aspects
The Leviathan DLC does not introduce any changes to the graphics of the main game Europa Universalis IV.
