Unzip the contents of the archive file (called TMNT.SV) to the directory that stores your Makefile. You'll probably have to make backups of files, so that they do not lose.
You can now start the game and load the save, so you will be able to unblock access to, inter alia, all the characters, levels and hidden objects.
