Unzip the contents of the archive file (called TAXI4, longstanding partners.MCS) to the directory that stores your Makefile:
\Application Data\Taxi4.MCS
You'll probably have to make backups of files, so that they do not lose.
You can now start the game and load the appropriate player profile (TNT), so you'll be able to unlock access to all twelve vehicles.
