This is the Star Wars: Knights of the Old Republic II - The Sith Lords High Quality Movies Patch.
An officially released patch, it provides upscaled replacements of the in-game cutscenes.
Note that this patch is not required for the Steam or Star Wars: Knights of the Old Republic Collection 2 DVD versions of the game. Also, the upscaled content can only be viewed on resolution greater than or equal to 1600x1200. Otherwise, it will default to 640x480.
