Extract the file into wherever you have installed the game:
Examples to install put the "halo fleet" file into
C:/Games/Gratuitous Space Battles/
or
C:\Program Files\Steam\steamapps\common\Gratuitous Space Battles\
and put the covenant and unsc .txt files in
C:/Games/Gratuitous Space Battles/data/installs
or
