Here is the DX12 Launcher for all three games from Grand Theft Auto Trilogy The Definitive Edition. By running it in DX12, lags and stuttering should be fixed or at worst much less noticeable.

Instructions:

Extract the archive. You will Get a RAR file – extract it too. You will end up with three folders – one for each version of the game. Copy the contents of each into each game’s main directory and launch DX12.

Attention: some antivirus software might flag this mod as dangerous. It’s faklse positive. In reality the mod is 100% safe. A lot of mods that take form of .exe files made with custom packers as detected as false-positives, same goes for every single trainer or tool made in CheatEngine, anti-viruses don`t like .exe files that alter other .exe files, because they don`t check which file is altered, they immediately assume its system file, that is why you will 90% of the time have issues with .exe mods, just download from trusted sources and you`re good.
