Hardcore Rebalance is a mod for Fallout 3, reated by Gromdal.

Description (in author’s own words):

No more bullet sponges. All weapons are deadly. Alot of armor is now good. Low level enemies actually dangerous. No more magic damage for Point Lookout tribals or Supermutant overlords. Healing is not instant but over time. Only stimpaks heals. You take damage while using VATS. Makes Fallout 3s combat great and hit that sweet spot!

Damage of most weapons have gone up alot. 10 mm pistol from 7 to 30. The best weapons before like metalblaster etc are the same. Makes NPCs deal serious damage aswell as the PC. You can use a wide variety of weapons and kill well.

The only in combat healing that exists are now stimpaks (and new perk at level 2 called regenration, req 4 endurance, adds a slow heal over time 0,5 hp/s all the time). Stimpaks heal over 15 seconds (vanilla heal values). Most food and drink give small buffs like +5 barter etc for 4 mins. Consumables have all been rebalanced.

Enemies have had their hp pools rebalanced. Raiders now are dangerous they have gone from 30 hp to 130. Supermutants from 150 to 300. But weapons are much more deadly.

In vanilla Fallout 3 a supermutant master has 360 hp and overlord 1100. Now the supermutant master has 500 hp and the overlord 600. And no more magic damage from NPCs that bypass your DR.

The game plays much better. Be careful out of the vault. Sneak and kill raiders a few at a time at most. You will kill em easily enough if you use cover and fight ok. By the end you will kill whole groups but they will do alot of damage and no more instant healing so be careful and play smart!

NPCs no longer get more HP with the player. They have their hp pools and that is it.

All power armor (including helm) now gives 60 DR (which is the new cap on DR, 85 makes the PC have way to much effective HP). All armor degrades much slower. Weapons degrade alittle slower.

Alot of armors are now useful. Regulator duster gives 20 DR, as does armored vault suit. With cyborg perk, barkskin, Little leauger (changed), toughness it is possible to hit the armor cap in many armors.

Late game enemies have about the same or less hps than before (enclave about the same, albino radscorpions and reavers less).

The most overpowered perks have been rebalanced. Grim reapers sprint works more like it does in New Vegas (+10 ap after a kill). You take normal damage in VATS like in New Vegas. Perks are more even in power, Comprehension and educated now both give +1 skill per level. "Almost perfect" perk has been removed due to it makes intense training pointless etc.

The easiest way to explain this mod is that this makes the game challening but not frustrating. Use good tactics and you will dominate. Run in unprepared and get shot to pieces.

Difficulty settings have been changed. You deal normal damage on all difficulty settings. You take half damage on VE and double damage on VH.

I recommend playing the mod on normal difficulty as that makes the combat fair. I have made sure that NPCs and the player have a much more even playing field but ofcourse by the time you are level 30 you will a be an actionhero. But you wont be a superman anymore. Always a challenge.

The mod uses no scripts and should be very safe and stable. I recommend using crowded cities alongside my mod as it makes the game world feel so alive
